Shadow value
An unwritten rule that actually governs decisions in an organisation without appearing in its official value set.
Shadow values arise because they have worked. They are learned by observing what gets rewarded and tolerated, and they are strongest when nobody can quote them but everybody can predict them. Examples: "you don't go over your manager's head", "the busiest person wins", "mistakes are not named".
