Enacted value
A value that actually governs action and can therefore be read from the choices an organisation makes.
Enacted values are visible only through behaviour: who gets promoted, which meetings are never cancelled, which exceptions are granted. They can diverge from espoused values without anyone in the organisation feeling dishonest.
